PII Government Affairs staff traveled to Springfield yesterday, ready to testify before the House Consumer Protection Committee on HB 4539 on behalf of our membership and the entire graphic arts community in Illinois.
Due to the large influx of calls, emails and faxes attesting to the negative ramifications of this legislation, the Consumer Protection Committee decided to not call the bill. (Our thanks to all of the PII members who weighed in on this bill).
This is good news, however we will continue to monitor the situation to ensure that the bill does not come up for hearing in another meeting of the committee.

On January 11, 2006, Illinois State Representative Careen Gordon introduced a bill called The Restricted Mailing Registry Act (HB4539). This is essentially a "Do Not Mail" registry much like the "Do Not Call" legislation that was passed federally. This bill requires Illinois businesses to stop direct mail marketing to all names listed on the registry. It also requires businesses to purchase a "Do Not Mail" list on a quarterly basis.
How Will the Restricted Mailing Registry Act Affect your Business?
Every business that uses direct mail advertising to attract customers, and every business that designs, prints or mails direct mail advertising will feel the impact of this bill. That's nearly every business in the state.
This bill will cause Illinois companies, large and small, to lose business when they are no longer able to effectively use direct mail advertising. In addition, the Midwest has the largest concentration of marketing agencies, advertising agencies, printers, mailing services, paper suppliers and paper mills in the country-employing thousands of people. Many of these businesses may be forced to layoff employees or close their doors forever.
What you can do to Stop The Restricted Mailing Registry Act.
The bill is currently in committee, which means it is one step away from being sent to the House for a vote. We need to stop the bill from passing committee. There are 13 people on the Consumer Protection Committee, six Republicans and seven Democrats, and historically, a bi-partisan bill has a much greater chance of being passed into law.
We need seven NO votes to stop this bill. Below you'll find contact information for each person on the committee. Please call and/or email each of them. Tell them that your business will be harmed by this bill. Let them know that this bill could put thousands of people out of work. And most importantly, let them know that you will hold them responsible for their vote when they run for re-election.
